Hi Tom - Metaphorically speaking, yes. There are deeper levels of meaning.
His story always moves me. The red is bloody fingerprints about the frame. This painting was returned to me after the owner died. I 'sneaked' it onto my site since it is part of my portfolio - I didn't know it would be noticed.
I never finished the figure - what you see is pretty much underpainting.

Is this painting referring to Matthew Shepard?
What a heartbreaking story his is. The bastards who took his life will spend the rest of their lives in jail. Doesn't make me feel any better.
Is the color red sporadically around the frame symbolizing blood?
